NCLEX-RN Guide for International Nurses (2026)
A complete roadmap to passing the NCLEX-RN and earning your US nursing license — from credential evaluation to test day.
1. What is the NCLEX-RN?
The NCLEX-RN (National Council Licensure Examination for Registered Nurses) is the standardized exam every nurse must pass to practice as a Registered Nurse in the United States, Canada, and Australia. Administered by the NCSBN, it uses computer-adaptive testing (CAT) to measure whether you can safely practice entry-level nursing.
Since April 2023, the exam follows the Next Generation NCLEX (NGN) format with a strong focus on clinical judgment.
2. Eligibility for international nurses
- A nursing diploma or degree (BSN preferred) from an approved institution.
- Active RN license in your home country.
- English proficiency — IELTS Academic (6.5+) or TOEFL iBT (83+) for most state Boards.
- Credential evaluation through CGFNS CES or an equivalent agency required by your chosen state.
- Some states (e.g., California) require a course-by-course transcript review with concurrency in theory and clinical hours.
3. Step-by-step application
- Choose a US state Board of Nursing (BON). Popular international-friendly states: New York, Texas, Illinois, Vermont.
- Apply for licensure with your chosen BON and pay the state fee ($150–$350).
- Submit credential evaluation (CGFNS CES Professional Report — about $350).
- Register for the NCLEX-RN with Pearson VUE and pay the $200 exam fee.
- Receive your ATT (Authorization to Test) — valid for 90 days.
- Schedule and sit the exam at any Pearson VUE center worldwide.
- After passing, complete the VisaScreen (CGFNS) for your work visa (typically EB-3).
4. Next Gen NCLEX format
- Length: 85 to 150 questions, up to 5 hours.
- Adaptive: difficulty adjusts based on your performance.
- Question types: multiple choice, multiple response, drag-and-drop, hot spot, matrix grid, bowtie, extended drag-and-drop, cloze drop-down.
- Case studies: 6 unfolding scenarios with 6 questions each, testing the 6 steps of clinical judgment.
- Passing standard: demonstrate competence above the NCSBN passing logit (-0.18 as of 2023).

8. Frequently asked questions
Can I take the NCLEX-RN from my home country?
Yes. Pearson VUE has international test centers in India, Philippines, UK, UAE, Germany, Australia, and dozens more countries.
How many times can I retake the NCLEX?
Up to 8 attempts per year, with a 45-day wait between attempts (NCSBN rule).
Which state is easiest for international nurses?
New York, Vermont, and Texas are commonly chosen — they don't require a US SSN to test and accept most international transcripts.
Do I need US clinical experience first?
No. You can pass the NCLEX without ever having worked in the US. Clinical experience is needed later for the EB-3 visa petition and employer sponsorship.
